With medical technology innovations in particular, involving different stakeholders is very important. For example, they differ in role (e.g. user vs buyer vs payer).
You need to know exactly what the problem is and how the fit is with the proposed solution. Not only needs to be analysed if the end-user, e.g. a medical specialist, encounters the problem that the solution aims to solve, also the considerations they might have for ultimately using it, how it affects others such as supporting nurses and how the workflow might be altered to anticipate on implementation barriers.
